The need for the rules was felt due to the M. Sivasankaran case. The court subjected regulation act 1998 that it would apply to all the lotteries in India. 

Due to other lottery-related cases, the supreme court ordered that the related government has the right to allow or dismiss the scheme within the state. In this situation, the supreme court stated that the regulation act 1998 doesn’t prevent the state government from putting further restrictions on lotteries. 

The supreme court has not issued specific laws and regulations about the Dhankesari lottery in India. However, it was ensured that the lucky draw would be utilized under the Regulation Act 1998 and the lotteries regulation rules 2010.
